The WaterAid Institutional Funding and Partnerships (IFP) Team has been tasked with leading WaterAid UK's (WAUK) ambitious new strategy to grow the size of it programmes through restricted income. It is expected that this growth will primarily come from institutional partnerships with some of the world's leading bilateral and multilateral development agencies, including DFID, USAID Global Affairs Canada and Swedish International Development Cooperation Agency (SIDA).

This is an 18-month fixed term position, with an estimated 4-8 weeks travel including some varied and unsocial hours.

As our Project Costing Adviser in the Bid Management Team, you will provide critical budgeting and commercial support to effectively cost and price our work for large complex institutional and non-institutional grants and commercial tenders as part of the bid development process. You will work closely with a range of key stakeholders including internal WaterAid colleagues in London and with in-country programme teams as well as other key suppliers and/or partners to develop winning bids towards achievement of WaterAid's strategic programme objectives in priority countries.

Your duties will include:

  • Lead on project costing arrangements for complex high value institutional and non-institutional bids e.g. preparation of budgets with in-country teams and partners organisations, including sub-granting/contracting where WAUK is the prime.
  • Lead on commercial aspects of bidding for service contracts working closely with country programme finance teams to produce budgets (for WAUK, working with other WA members and/or consortia partners), financial plans and commercial arrangements including costs and pricing.
  • Develop guidance for Country Programmes on proposing and implementing different kinds of payment modalities e.g. payment by result milestones marking WAUK's costs and pricing in bids ensuring full donor compliance.
  • Identify areas for improvement and/or contribute to organisation wide initiatives to strengthen approaches, systems and processes for overall grant financial management e.g. cost recovery, fee rates and costing templates.


Person Specification
You will need:

  • A strong financial background in formulating budgets for large multi-year winning bids/proposals to institutional donors for development programmes in low income countries (or transferable experience from other sectors).
  • Experience of budget development (e.g. costing and pricing) of commercial results-based contracts within an overarching VfM framework.
  • Understanding of approaches for optimal recovery of core costs will be essential.
  • A track record of designing tools, systems and processes to improve the financial aspects of bid development, contract management and a strong capacity for financial analysis and ability to communicate this to a non-finance audience will be important requisites.

Salary: £36,590 - £38,500 with excellent benefits.

WaterAid is currently located at Durham Street, Vauxhall. However, we will be leaving our current location in the summer of 2020 (likely to be June/July 2020) and moving to 20 Canada Square, Canary Wharf. Therefore, the London Office location and contract base, if you are successfully offered the role, will change. This will be discussed at the interview stage with you.
